    Technology, autonomy, and manipulation

    Since 2016, when the Facebook/Cambridge Analytica scandal began to emerge, public concern has grown around the threat of “online manipulation”. While these worries are familiar to privacy researchers, this paper aims to make them more salient to policymakers — first, by defining “online manipulation”, thus enabling identification of manipulative practices; and second, by drawing attention to the specific harms online manipulation threatens. We argue that online manipulation is the use of information technology to covertly influence another person’s decision-making, by targeting and exploiting their decision-making vulnerabilities. Engaging in such practices can harm individuals by diminishing their economic interests, but its deeper, more insidious harm is its challenge to individual autonomy. We explore this autonomy harm, emphasising its implications for both individuals and society, and we briefly outline some strategies for combating online manipulation and strengthening autonomy in an increasingly digital world

    Online Manipulation: Hidden Influences in a Digital World

    Privacy and surveillance scholars increasingly worry that data collectors can use the information they gather about our behaviors, preferences, interests, incomes, and so on to manipulate us. Yet what it means, exactly, to manipulate someone, and how we might systematically distinguish cases of manipulation from other forms of influence—such as persuasion and coercion—has not been thoroughly enough explored in light of the unprecedented capacities that information technologies and digital media enable. In this paper, we develop a definition of manipulation that addresses these enhanced capacities, investigate how information technologies facilitate manipulative practices, and describe the harms—to individuals and to social institutions—that flow from such practices. We use the term “online manipulation” to highlight the particular class of manipulative practices enabled by a broad range of information technologies. We argue that at its core, manipulation is hidden influence—the covert subversion of another person’s decision-making power. We argue that information technology, for a number of reasons, makes engaging in manipulative practices significantly easier, and it makes the effects of such practices potentially more deeply debilitating. And we argue that by subverting another person’s decision-making power, manipulation undermines his or her autonomy. Given that respect for individual autonomy is a bedrock principle of liberal democracy, the threat of online manipulation is a cause for grave concern

    Should I agree?:Delegating consent decisions beyond the individual

    Obtaining meaningful user consent is increasingly problematic in a world of numerous, heterogeneous digital services. Current approaches (e.g. agreeing to Terms and Conditions) are rooted in the idea of individual control despite growing evidence that users do not (or cannot) exercise such control in informed ways. We consider an alternative approach whereby users can opt to delegate consent decisions to an ecosystem of third-parties including friends, experts, groups and AI entities. We present the results of a study that used a technology probe at a large festival to explore initial public responses to this reframing -- focusing on when and to whom users would delegate such decisions. The results reveal substantial public interest in delegating consent and identify differing preferences depending on the privacy context, highlighting the need for alternative decision mechanisms beyond the current focus on individual choice

    Competition as rational action : why young children cannot appreciate competitive games

    Understanding rational actions requires perspective taking both with respect to means and with respect to objectives. This study addresses the question of whether the two kinds of perspective taking develop simultaneously or in sequence. It is argued that evidence from competitive behavior is best suited for settling this issue. A total of 71 kindergarten children between 3 and 5 years of age participated in a competitive game of dice and were tested on two traditional false belief stories as well as on several control tasks (verbal intelligence, inhibitory control, and working memory). The frequency of competitive poaching moves in the game correlated with correct predictions of mistaken actions in the false belief task. Hierarchical linear regression after controlling for age and control variables showed that false belief understanding significantly predicted the amount of poaching moves. The results speak for an interrelated development of the capacity for “instrumental” and “telic” perspective taking. They are discussed in the light of teleology as opposed to theory use and simulation

    We argue for teleology as a description of the way in which we ordinarily understand others’ intentional actions. Teleology starts from the close resemblance between the reasoning involved in understanding others’ actions and one’s own practical reasoning involved in deciding what to do. We carve out teleology’s distinctive features more sharply by comparing it to its three main competitors: theory theory, simulation theory, and rationality theory. En een samenleving waarin wij willen leven en die we goedkeuren omdat ze ons allen de mogelijkheden geeft onze interesses en ons karakter te vormen is een rechtvaardige samenleving. Autonomie en rechtvaardigheid horen bij elkaar: de oude aristotelische principiële vraag - wat een goed leven is - stellen en beantwoorden we voor onszelf als autonoom persoon wanneer we proberen afstand te nemen tot onze eigen wensen, tot de rollen die we te spelen kregen en de normen waarnaar we ons richten, en wanneer we ons afvragen: wat wil ik nu zelf? Maar autonoom zijn personen altijd al in een sociale of maatschappelijke context. En dit is dan ook precies het punt waarop vragen van autonomie raken aan vragen van rechtvaardigheid en daarmee samengaan. Want hoe we met anderen samenleven, welke mogelijkheden we in een samenleving hebben en hoe deze mogelijkheden verdeeld zijn, dat alles is direct van belang voor onszelf en voor de vraag hoe wij ons leven kunnen leiden
